How a local bargaining committee keeps members with it, from setting demands to ratification
Not legal advice
Timelines such as notice to bargain, strike votes, and No Board countdown vary by statute and sector (Labour Relations Act vs Colleges Collective Bargaining Act, and peers). Confirm every deadline, quorum, and ballot rule with your staff representative and your own collective agreement before you act.
Officer Learning module
Module 7 expands this bargaining playbook with demand-set scenarios, a self-test, and floor checklists for mobilizers.
Mobilizer & Bargaining Partner| Question | Typical LRA path | College CCBA path |
|---|---|---|
| Who leads the legal clock? | Ministry of Labour conciliation and no-board under the LRA. | College-sector rules under the CCBA — confirm with your national/provincial college team. |
| What changes for the local? | Local still owns survey, updates, strike vote logistics, and tracker — plus Staff Rep guidance on the countdown. | Same membership jobs. Dispute timelines and central tables may differ — ask the college bargaining team before you print dates. |
Do not skip the rep
If your local posts a strike date or No Board day without confirming the statute and the date the notice was sent, you can put members in an illegal position. Call the staff representative first.
Takeaway
A strong survey without a membership list is noise. Clean the roster and sign up missing members before you ask for a mandate.
If the employer leaks a half-story, answer with one shared fact sheet — not a chat thread of competing rumours.
Takeaway
Members compare the email with the board notice. Keep the dates, facts, and next step aligned across both.
Bargaining strategy is confidential
The tracker saves on this device only. Nothing is sent to the cloud. Export CSV to back up notes after each bargaining day.
College units (CCBA)
If your certificate sits under the Colleges Collective Bargaining Act, do not assume the LRA No Board diagram applies day-for-day. Ask your national or provincial college bargaining team for the sector clock, then keep the same local jobs: survey, updates, strike vote logistics, and tracker discipline.
Ontario countdown is statute-specific
Do not announce a strike start date from this page. Use the date the No Board notice was sent, your Act, and your staff representative. Wrong dates put members at legal risk.
Put the vote link, meeting time, who can vote, and the threshold near the top of the email. A member should not have to search the thread to know what decision is being asked of them.
Rejected TA is not failure — it is a mandate
Members can say No. Your job is a clean process, a clear next step, and no rumours about who "lost." Keep the tracker current and the update cadence alive.
Survey closes; demand package ranked; notice to bargain drafted with the staff representative.
Weekly caucus; Proposal Tracker updated same day; biweekly email update to members with no table secrets.
Clean Yes mandate; employer returns to wage package; tracker marks three articles Tentatively Agreed.
Committee confirms day 0 from the date the notice was sent; crisis comms lead takes the daily message; USB backups every night.
National clearance confirmed Tuesday; highlights PDF emailed Thursday; secret ballot Saturday; signing Monday; stewards get printed CAs within two weeks.
Takeaway
If your unit is college-sector under the CCBA, keep the same membership jobs — only the legal clock changes.
Most bargaining disasters are process and trust — not the wage number alone.
