Take a workplace issue to a joint committee recommendation, then write a note members can use
Not the official record. Not legal advice.
Management usually records joint minutes, and both parties post the signed copy. UnionOps helps with union caucus preparation and member explainers. It does not take minutes, give the employer a sign-in, or replace your staff representative.
Officer Learning module
Use Module 10 when you want to practise the next step with a scenario and a checklist you can bring to a meeting.
Joint Workplace CommitteesIf any check fails
Do not put the item on a central joint agenda to “see what happens.” Fix the path first: local committee, grievance, or JHSC. Otherwise you risk losing trust on both sides of the table.
Takeaway
If you cannot name a local meeting date and outcome, you are not ready to ask for central committee time.
Takeaway
If caucus notes could be mistaken for official minutes, rewrite them. Strategy leaks destroy the next meeting.
Draft minutes are not public
Do not post draft minutes to locals, boards, or social media. Members wait for the signed copy on the official union and employer sites.
Takeaway
Example subject line: “Joint committee update: workload review referred to bargaining.” Keep the body to three sentences and one official link.
Each local committee meets. Stewards bring redacted emails and the CA posting articles. The employer asks for two weeks to “review centrally.” The locals log dates and attendees.
Two workplaces get no follow-up, and one gets a vague reply. The union co-chairs package a referral to the central committee: a fact summary, the local log, and a union ask for a joint recommendation to bargaining.
The union caucus agrees on the ask: recommend standardized posting windows. The speaker uses a brief on letterhead. The joint table records a consensus to refer the item to the bargaining teams, and management drafts the minutes.
The co-chairs sign. The union and the employer post the PDFs. The union sends a three-sentence note with both links and a steward contact. The note has no draft language and no negotiation details.
Takeaway
If your timeline skips the local attempts, expect the central committee co-chair to send it back.
One Ontario example
College support staff at OPSEU / SEFPO have provincial Employee/Employer Relations Committees for the part-time and full-time agreements. The CA says management records the minutes and both parties post the signed copy. Use the sources below. The same playbook fits joint committees in other unions.
Local Portal for a caucus from more than one local
If your union uses Local Portal, create a Circle and tick members from more than one local. Invite the union side only. Hall still belongs to one local. Comms tools stay free on your device either way.
