Canadian labour history and a worked map from one Niagara local to the CLC
A teaching map, not a certificate of affiliation
Locals, area councils, and labour councils change delegates and dues status. Confirm your own affiliations with your local executive and parent union before you speak for them. This is education for the floor, not legal advice and not an official directory.
Officer Learning module
Use Module 4 when you want to practise the next step with a scenario and a checklist you can bring to a meeting.
Democratic GovernanceRead this if you need the why behind the house, not only the map. Québec centrals still sit outside the 1956 CLC merger.
Takeaway
History is the reason a campus local can call a city labour council for a rally and a national federation for research in the same week. The house was built so you are not alone.

Geographic house
NUPGE's own steward map of this forest is Finding Yourself in the Labour Movement. It walks local, component, national union, and the CLC, then treats labour councils and federations as a parallel path, not a higher boss.
The Canadian Labour Congress lists every provincial federation and labour council on Federations of Labour and Labour Councils. Use that directory to find your city council instead of guessing from a neighbouring local's website.
Area council is not the labour council
Your union's area or district council is locals from one union in a region. The labour council is every affiliated union in the city. Niagara has both. PSAC reuses the Area Council name for a third body. Print the labour council on flyers, not the area council, unless the event is internal.
Takeaway
If you only remember one split: Area Council is your union's locals in the city. Labour council is every affiliated union in the city.
Include the employer or bargaining unit in one line, the way Local 243 names Niagara College CAAT Support. That line is what you print on a website and a board.
The constitution on your local's wall is the parent. That is who bargains or who staffs your bargaining, and who must approve local bylaws.
NUPGE components do. CUPE, Unifor, USW, and many others affiliate to the CLC directly. If your officer cannot name the federation, you probably do not have one.
Use the CLC federations and councils directory. Then confirm your local actually pays per capita and sends delegates. A listing on someone else's website is not the same as being in good standing.
OFL in Ontario, FTQ in Québec for CLC affiliates, and a different central if your union is outside the CLC. Labour councils also affiliate upward to that federation.
Area councils, district councils, regional offices, and sectors. They matter for campaigns and staff support. They are not the labour council.
Confirm before you print
Print this sheet for executive or a steward meeting. Fill names in pen, confirm standing, then copy the finished map into Brand Kit links.
The PDF includes the two tracks and a confirm checklist. Education only. Not an affiliation certificate.
Takeaway
Write the finished map in Brand Kit links and on your local site so the next steward does not have to reconstruct it from hallway knowledge.
